Finking about it some more... pull the fuse oot to prove the wiring. Lights should stop wurking. Purrit back and use said lights to get them to illuminate. Switch oft the ignition then remove the fuse. If they stay powered thennits the driver circuit storing energy/smoke.
 
Sorry bud but thats not how it wurks in the uk. Eye should have been clearer about going after the keeper when failing to declare.

In the uk the registered keeper gets the notice of prosecution NIP. They have to reply confirming the driver. If they dun't, they will be prosecuted for fail to furnish FF. That is a seperate charge which the keeper can be done for. The driving NIP will be put on hold. The FF will go to court. Yer can try to defend it but yer have to provide evidence yer made reasonable effort to investigate, and prove why yer can't provide the info. That ain't easy. The road traffic act makes the registered keeper responsible to know who is in charge of the vehicle. If yer lose in court its 6 points and upto 1k sov fine last time eye looked.

There's lots of dodgy advice online about this. Like fighting the FF by argueing how hard yer need to investigate and the process yer in place. What is and ain't reasonably needed is down to interpretation. One would fink the level would be set at needing to do the job needed. There are some FF's that won't go to court if say the car was stolen and proven. Once the FF is resolved, the NIP is withdrawn.
