Both I and @Bobsticle have posted on this sort of topic before as we both have had run ins with management.
You need to get tooled up, which means doing your own research, both of employment law and into how the rest of the company's staff is being treated, as well as the new Covid regulations. Only good union reps are much use, and I have only ever known one who was, so don't worry about not being in one.
PS, if it's the company not him, try and make the point, does he want to carry the can for the company if this blows up in his face? If he's a bully very often he'll be a coward as well. I have found there are two sorts of bullies, cowards and psychopaths. With the latter you have to be more logical. but they hate being made a public spectacle of. and yes I have had to deal with both types!
