Dunno. I would think the gates are normally closed and sluiced/pumped to maintain river navigation levels. But a high tide in the estuary means they have to keep the gates and sluices closed as the risk of tidal flooding is worse than flooding due to the river filling from the rainwater run-off. Just educated guessing though.Did they close the gate when the tide was low to stop the tide filling the river, so the river could take a load of rain instead? Thats the usual thing they try.
