Dunno. I would think the gates are normally closed and sluiced/pumped to maintain river navigation levels. But a high tide in the estuary means they have to keep the gates and sluices closed as the risk of tidal flooding is worse than flooding due to the river filling from the rainwater run-off. Just educated guessing though.
Ah, i see. That's quite dangerous then when flood water rolls down to meet a rising tide. A lot of water which is difficult to control. They must end up with a decision which is the less worst if the two evils.
I have an interest in such things as I worked on some construction projects in the early eighties, flood defences downstream of the Thames Barrier and in the estuary. I watched a reality telly prog a few years ago, where people had to make decisions on defending that Lunnen during an imaginary super flood with the barrier shut. Some of the decisions could have resulted in the decision maker being done for manslaughter if they got it wrong and loads of people got drowned. I guess "they" have all the decisions worked out in advance in real life.
I remember hearing about that but missed it. With the volumes of water involved they need to either make a decision or the water does it for them. There has been talk of certain area's falling victim to flooding to save others. Not a nice decision to make but when yer cornered...

Someone got me 200 sov's dash cam and 120 sov's memory card when it were sent back from repair. They sent me anuvva and refunded the card as it wur tracked special fing through royal mail. So ah din't loose oot but it wos annoying ter fink it be oot there alone un cold.
