Yes and no, in my opinion.

It’s good that the deadline has gone. However I suspect most of the damage has been done.

The deadline has only been removed because councils can’t process them in time. The ramblers and BHS have run massive campaigns to apply for everything before the deadline. These might take years to process but could end up with some of lanes becoming restricted byways or bridleways.

To give some idea of the timescales, they are just getting round to old applications the TRF submitted before NERC in 2006

Strangely they are reopening a byway in Wales which has been restricted for almost 30 years., the locals are not happy.
I will give it 6 months before it's f***** by idiots and closed again.
Cost of opening it £300,000.
