Different Indicator fault

My Cousin(full time served mechanic) & I are finishing off a rebuild of a Defender 90.
This lay in a field for 5 years then in a restorers for a further 3 years but now has a galvanised chassis & full respray
The Issue seems to be wiring. The horn doesn't seem to be getting any signal and the Indicators are always in Hazard mode! If you try the right or left Indictor then the whole lot come on & blink in Hazard mode.
We replaced the stalk, hazard switch and triple checked all the wiring!!!! Green and white is for one side & Green & red for the other but this is the second week that we've been bogged down trying to illiminate the problem.
Any advice would be welcome.
The Headlight were very dim and one wouldn't go into high beam so a new earth was tried & hey presto everything was back to normal but the indicators beggar belief!!!!

Horn sorted by replacing stalk & horn. Wiring okay. Switch replaced on stalk, hazard switch replaced and an extra earth installed at the front end. One week later and the indicators are still pulsing as if in Hazard mode!!!! The green & white cable one side and green & red down the other. All wiring seems to be fine but there are a few black wires loose behind the dash that we cant account for!!!!!
At wits end and had to walk away for another day!!!!!

Replace the relay. At least just to eliminate it, they can cause problems.

Already done that without success. Where is the blinker unit located. We have checked and cleared all the relays and can find the hazard no problem but the indicators seem to be relaying through the Hazard relay & it already was checked out!!!
 
Check hazard switch earthing. And those C812 and C813 LH and RH rear lamp earth.

The flasher unit is the relay, behind the fuse cover.
Behind the fuse cover there are two Relays! A red PRC relay that is for the wiper unit according to google & the other was swapped with another from another Defender without success!!!! Completely at wits end

No. That's possibly the thing missing. Along the lower edge of the fusebox are 5 small relay type things, they arent present in the other defenders around us and behind the Fusebox cover there are only 2 Relays, a black one & a red/pink PRC relay that shows as a wiper timer relay! That's all we can see.
