It has the look of something that's been added, probably a high consumer given the burning. Try tracing the wiring for more clues, pin 87, the burnt one, should go to whatever it's powering. You could also connect a 12v bulb or use multimeter between the wire that goes to pin 86 and an earth...

If F19 is dead check if you've got 12v (ign on) at fuse F6 (supply to relay)

and if the coolant sensor isn't surrounded by water it can't give the correct signal so any air in the system/water loss can affect its response. just like your investments it can go down as well as up....
