Bar is a fixed measurement that approximates to 1 ATM as I understand it.
But ATM changes with elevation and temp/weather. Do you look at your Barometric gauge ;)

Yes they are close but they are not the same.

It's also very important to accurately measure ATM & ambient temperature to be able to calculate the amount of air (and therefore Oxygen) drawn into an engine - which in turn determines the amount of fuel injected.
 
Vacuum gauges start at zero and go downwards. they usually go anti-clockwise as well. some of the old stuff I work on have vacuum brakes, vacuum measured in inches of mercury.
