I think it should be run entirly on a bonus system where wardens are
paid no salary but get say £3 for every ticket they issue and -£10 for
every ticked they issue that gets cancelled, that way at least they have
an incentive to look for the residence permit on my bike or to actually
learn the local parking restrictions.

I've posted it before, so I won't repeat all of it, but in Santiago,
Chile, traffic wardens actually *help* motorists find parking places and
look after their motahs for them. Feed the meter for them, too. All in
exchange for a little tip when happy motorist returns.

City gets max revenue from meters, motorists know their cars are being
watched in case any low-life appears and wardens make a bit extra on the
side. So everyone's happy.

Of course people are queuing up to be traffic wardens with their generous
profit sharing schemes (not) - DUH
