there seems to be very little travel - hence a very hard bouncy ride when hitting pot holes etc

Rusty old springs can be very stiff and offer poor ride. A good set of dampers and parabolic springs can do wonders for ride and suspension travel.

Axle bump stop, prevents chassis and axle contact.
I recon someone was carrying heavy loads and so to prevent the tail sitting low added the spacers. Just remove and if springs/dampers in good order a better ride will be had.
