i dont recall there being any info on the fitment of a cat when the VIN is entered, MOT guys only worry if its a petrol car as they have to have a cat after 1992 (i think, could be wrong?). diesel cars dont have to have a cat, and if the emissions pass but the MOT station fails the car for not having a cat then you should report the test station to VOSA.

My 1999 110 TD5 has not had a cat from new. As it was a special vehicles build for the electricity board it was fitted with a pto shaft driven winch. The shaft will not fit with the cat present.

come on guys get it right,
it's the age of the engine not the car that says wether it needs and cat (need proof if your using older engine, or keep quiet if using a newer engine) and you do not need a cat on ANY car, as long as the emssions are below the limits (the only way of passing is to have a cat) so it fails on emissions not lack of cat.
