Ye cant cut any trees here you must go through the coonsil.
Only some trees on private land round here do NOT have TPOs on em, all ones on council land do and our present tree officer is a real pile of poop. even when warned that one of their boughs is hanging very dangerously over our place he just said "Tough and you'll have to prove any damage it may or may not cause."

That's absolute bull.

You can cut any tree overhanging your property

Oh well nevermind.
I would personally just cut the overhang off from ground level in my garden...

Easy really....
The bough comes over the fence at 45 degrees, but then goes vertical again. I don't have a pole saw or whatever it is called that can cut at the correct angle to safely cut it down in sections, and if I tried to take it down in two sections, one at the point where it goes up I would have no way of securing the part to be cut off without it hitting the house.
I'd have to scale the tree and rope the bits off. so no, couldn't do it from the ground. It comes out of the trunk very high up.

dunno why I am bothering to discuss this.

Any tree can be cut from the ground....
Any limb can be trimmed from the ground and given direction.

Good luck
