I had a similar issue with a serial to USB converter the other day and it was actually a setting for the device itself in Device Manager (Windows 10). This screenshot is relevant to my converter and will probably be different to others but it might be worth checking for similar settings.
The highlighted box wasn't enabled by default but once the RS-485 checkbox was enabled everything started working.
