Measuring it at the wheel hub nut just requires the diff ratio to be taken into account, so (using Ashcroft test numbers) the 20Nm for 25 degrees of rotation in 1 minute at the output shaft translates to around 10 degrees of wheel rotation at the hub nut at around 70Nm
