Is it a TD4 ???. I would have thought if it was the tensioner or any of the others down there with a bearing on the way out, it would sound like a rumble/grinding noise. Strange when you spray it with WD40 the noise goes away for a few minutes. When were the belts changed last ???

What sort of noise is it ??? if it's screeching it could be a damp belt. Are you sure it's coming from the tensioner ??? as you have your water pump, alternator, power steering pump, and air compressor, down there as well.
Try cleaning the fuel rail pressure sensor plug and contacts as suggested before you go spending any money on glow plugs. All you need to use is electricle contact cleaner, comes in a spray can from Halfords.

I think he means on start-up, mine's the same on first start-up it's like the engine is firing on 3 cylinders for a few seconds then it's all fine. It's just those few seconds with mine.
