I got one of those little electric oil pumps from Lidl and they're pretty good. Drains diesel and oil no bother.

Is this fault when you actually turn off the wipers, or is it happening at random times as you are running the wipers?

Try it with the new car and antenna. You might find you have a decent reception now.
