When you say engaged, do you mean that the pedal is up? Disengaged is with foot on the pedal. If the clunking is only when the foot is on the pedal, ie disengaged, then I would imagine it is the friction plates or the central plate itself. If the clunking is when the pedal is up, ie engaged...

I have designed beadlockers rims that weld onto steel modulars. I haven't experienced during research in the states,,any issues with snapped bolts. Personally it depends on the grade of bolts used. In terms of legality, there is nothing in the construction and use regs that make these wheels...
