Td5 bracket behind driver’s seat

I’ve just purchased a 2004 Defender 90 Td5 County in Cairns Blue to add to my Marine blue Series 2a diesel and Series 3 petrol station wagon. Behind the Td5’s driver’s seat attached to the bulkhead is what looks like an original bracket with a large heavy duty rubber ‘O’ ring attached to it. What is meant to locate here? Also where is the heavy metal base plate for the side lift jack meant to be stored?
 
That’s for a tool roll mate. Bit rough but it works. Base plate on mine sat behind the passenger seat but I use a bottle jack instead of the original one, bit safer I thought.

I’ll put together a metric tool roll to keep there similar to the ones for my two Series trucks. I’ll need to lodge the base plate somewhere safe. Don’t like the idea of it flying about in an accident. I have the standard double acting jack and handles as well. Just thought the side lift might come in useful to carry as well in case of a puncture when I have good clothes on.
