have you ever tried a grit gun for paint removal?
might be a tad expensive for the roof but easier than rubbing all that area

Neat all purpose cleaner should shift that algae, failing that order some trash wash - slightly acidic stuff which they spray n lorry chassis to clean. I suspect the paint will be very thin / almost none existent after a clean up. Most of mine was bare slightly pitted metal. It was then etched, then water based primer followed by two pack top coat and looks new again.
If you haven't got one It might be worth buying a cheap dual action rotary sander and coarse pads - shifts paint quickly

But why sand back to bare metal?
I just sand back existing paint, then prime/paint.
