You dont get that problem with the C-tek as they are designed to be able to be connected still with engine running.

Furniture polish works well to help speed them up, give them a good coat.

My missus has the same problem. No amount of lube helps. LOLIs there a fix for the seatbelt, some years ago I asked this question, and someone on here sold me 2 "New" seatbelts.... won't say who, but you know who you are..... and they were just as bad as my replaced ones, anyway they are very slow to return and rewind very slow, are they a sealed unit, can you spray them or lube them in any way?
The book says don't lubricate the belt mech as it can cause the belt to breakdown.
