I think you'll find, its the car tax that gives you the right to use the roads... or even be on the roads.
As if you dont have car tax, you can't even leave your car park on a public road.

this is where you tie yourself up.Everyone who pays tax (and even those that dont ) have the right to go on the roads, in various forms be it cars bikes or horses. Paying your rfl gives you no more right than anyone else, however it is required to get your car on the road.
