Khan has had every chance to understand the disabled cannot just park up and jump on trains/tubes/buses/taxis. Many have their vehicles adapted, so they can be mobile. Or thay may be carrying luggage, or going shopping so will have bags, or any of a myriad of issues.
It seems to be, with the exception of a handful of English cities, a Scotland-England divide. All ULEZ/LEZ areas in Scotland exempt all disabled drivers/passengers. From blue badge to disabled class vehicle.
There also seems to still be a handful of places in England where the diesel L322 is compliant
It is stupid but I think thems the rules. It's all done on the manufacturers claimed emmisions and certificates of conformity for the original car as sold. You could put a 4.6 in a Tesla and still be complaint maybe?That can't be true? If i put a Tesla motor in my car, it still won't be compliant? That's plain stupid

Hillariously, my 6.7 litre american RV was compliant, even though it did about 11 to the gallon and weighed about 6 tonnes.
Not the same with motorcycles interestingly. You can get them inspected and if they pass then they're expempt..... but even that's only on a bike by bike basis. Just because one 1997 mk4 Honda VFR 750 passes, they won't accept ALL 1997 mk4 Honda VFR 750s as compliant.
Still, the London air is cleaner, and less people are getting ill as a result so there is that I suppose.

I'm not disagreeing, but I've been to London a quite a bit recently and seen plenty of diesel buses and cabs still, plus a few hybrid buses. Ie the same engine is still there but it runs at idle all the time to power the electric motor which just seems mad.Well most reports from the government and any university that's reported on it say harmful toxins have dropped loads. Even more than expected. If you won't believe the experts on something, then there's not much to convince you I suppose. But the overwhelming evidence it that people are healthier, and less prone to illness.
From a personal point of view, I think it's much nicer walking and biking around London now compared to 20 years ago. The cleaner buses and lorries are worth it alone.... All that black smoke belching out all the time as you walked along, I do like a routemaster though.

No, i don't trust gov stats and many 'experts have an axe to grind and therefore not unbiased. You have to really look at the stats and the small print to try and figure out the truth
Likewise all the catastrophising about how awful pubs & restaurants would become after smoking was banned.There are, but loads are Hydrogen or Electric (buswise) and either electric or petrol-hybrid (cabwise). And the further in you go the more modern and cleaner the public transport gets. It's a work in progress I suppose, but in my personal experience of living and working there it's much cleaner than it was. Smells nicer, buildings are cleaner, and walking and motor-biking and bicycling around it is more pleasant.
It's like when they banned fags on the tube. Everyone said it was a stupid idea until they actually went on the tube after the ban!
