I thought "stairs" was short fere "staircase". Therefore outside steps are steps because they are not made from a casing (either timber, or otherwise). just my 2 pen'orth

a stair and a step are much the same meaning.
but a staircase is a set of fixed stairs leading from one level of a buidling to another level. therefore usually inside. and normally have a handrail of some kind.
a set of steps are all outside, or mobile. they rarely have a handrail.
