buy a single 3 position switch, then you can have off, auto (with main beam) or on.

I think the circuit below should do it...
If switch 1 and 2 are OFF - nothing happens, spots are always off.
If switch 1 is ON and 2 is OFF - spot lights are always on
If switch 1 is OFF and 2 is ON - Spot lights will only come on with the main beam...

I'll have a think on what to do.. the only reason why I would like fogs on with main beam off is imagine I'm out with some friends and they are in front of me.. if I have my main beam on it will be shooting straight on their rear mirror, but if that's off and the fogs are on, maybe the fogs, as they sit higher, won't dazzle them as much?
I'm probably talking crap now that I think about it..because they'll be dazzled anyway, but as I've never tried I really don't know what it would be like...
so, if I go with that second option, all I need is to buy another 30A relay...and some extra cable...
