P38A silly question on 1999 diesel camshaft cove

1999 manual diesel p 38
Just bought a 1999 diesel p 38. Ive got a younger 1996 diesel auto.
Silly question is the 99 seems to have some sort of pump latched onto the camshaft at the front which my 96 doesnt ,any one enlighten me to what it is please?
Like i said silly question

1996 is older than 1999. (emoticon for waggling finger at side of head is unavailable)

ie later registrations have this or that modification
