P38A Should this bracket be attached?

Have started to sort a few things out in the engine bay, including lubricating the throttle cable, replacing the battery(as it was leaking) fitting a cover on the ecu box that was missing.
I have found a bracket that doesn't appear to be attached to anything and I just wondered where it should be attached? Picture attached.
Next need to sort the rear washer as it seems dead as a dodo. [GALLERY=]

It still has LPG but I have not used it and will be getting it serviced and tested before I do at a local specialist. I did suspect the bolt and thread hole but they don't come together easily, maybe why it's missing.
Don't think it's had a lot of love recently but I will make it work a bit better.
The Hevac screen works sometimes and not others so another thing to add to the list

Damp cold can cause the screen to stop working,try getting the car hot inside and run the A/C ,if that doesn't work have a look on the Bay for a Hevac zebra repair ribbon kit.;)
