Ringer or bad project

What is people's thoughts on this ?. Is it just me or would you go to all that expense of rebuilding a 200 tdi, with all new tdci panels and not do nothing with chassis ?? . Seen quite a few landrover "rebuild" of this seller . All seem to be older vehicles with newer panels . Also a a registered company and in the hotspot of thefts . Might just be my over active mind but these seems very iffy to me .
