P38A P1592 rough road signal implausible

You can test the resistance but the response time of a DVM is too slow to get anything meaningful from the output, you might see the numbers jump around a bit that's all.
Thanks. I get an error on front right but I'm not sure if it's real or caused by something else, either the ecu or modulator.. only ever appears at less than 1mph with foot on the brake, easily repeatable

I would still be looking at the wheel bearing for that, pushing the sensor back so giving a week signal. Are you sure the sensor is pushed in until it touches the reluctor ring.
 
It's seized solid, i don't think it's moved a micron in years
Mine were like that, had to chisel one out, then hone the rust out of the steel bush to get the new one in. I would guess that the sensor is not as close to the reluctor ring as it should be, the only option might be a new sensor, not expensive but getting the old one out is a PITA. The only way to confirm that diagnosis is with an oscilloscope.

I've got a new one ready to go in.. I'm just not convinced as i can drive all day without the abs light coming on so long as i stop and start positively and don't let it creep with my foot still on the brake pedal

The faster the reluctor ring turns, the better the signal. I would bet it's either the sensor or the wheel bearing, either way the sensor would have to come out. But you must do as you wish, I can always be wrong.

I'm not forget at things like this, i assumed, slow would mean a clearer signal :D

I got one of mine out after soaking it overnight with penetrating oil followed by a destructive process of twisting with pliers. The other one would not budge and had to be chiselled out bit by bit.:(
