Can I throw in to the mix fuel tank breather, had it happen to me on a mk 1 cortina, could try a run with filler cap loose.
If everything is new, then i would check exhaust for clogging.
But low fuel consumption on guage means there is no fuel enrichment at all, maybe there is vacum connected to MAP sensor instead of intake manifold line.
It's simple engine with simple electronics, just need proper diagnostics.
EDIT.
Also if it looses power suddenly, then it may be coolant temperature sensor problem - ECU will cut fuelling when it thinks its overheated.
There may be no faults but odd values stored. Tricky to know what is out as the maps are different to the Rangie but probably in the same ball-park.
mine already is chipped, but it's a recend addition. The problems were present before chipping, and that didn't change at all.The original ECU can be chipped.
I guess you have checked that the exhaust isn't blocked or has a loose baffle thats blocking it when the pressure increases?damn...

I cannot see how adding things will fix a sick motor.surely you need to find the problem and fix it. take nothing for granted and check everything methodically you will find it and cure it,but it may take a lot of effort.if the worst comes to the worst change the motor or the car.Buying tuning bits wont help you.
Have you checked that there is exhaust gases coming out?nope. because the exhaust is basicly new, i've put a new muffler and removed the cat. so the pipe goes straight from the turbo to the muffler now. old pipe was clean-ish. (some soot ofc but nothing major)
the idea was to be able to maybe bypass this fault. just slight desperation actually.

I didn't pressure wash it J, just degreaser and hose pipe but it still fecked it.Are you sure the FIP is timed up properly on the static timing? Or that the replacement FIP is not suspect? That was one of the reasons for asking about diagnostics results.
It only has fuel, air and timing. Just a case of working out which one is the limiting factor. How much fuel gets to the FIP from the lift pump? Not sure how you test the output from the FIP but hopefully diagnostics would tell. On the Rangie the number 4 injector can be suspect and cause odd results (think @tomcatalan had some weird results from pressure washing it?) Failing that start the air side. Turbo pumping nicely? All tubes good? All sensors (back to diagnostics) working? I realise I am stating the obvious but refer back to tarphenry's post!

Injector light on dash, started ok but gutless. Had a guy in the garage years ago with his ralley car, wanted a rolling road tune because it was gutless. Hardly any gasses were coming out of the exhaust (new Bleinstein, think that's right) took it off and cut it open. one of his competitors had filled it with Hi Ex foamIIRC it was down and power rather than not working full-stop?
