are you not wanting to get the insurance involved ?
Why has he to blank his reg? . Someone could just walk or drive past him in the street and copy it down if they wanted to clone it
Coz if they don't want to go through insurance and the insurance co get wind of it, it's been in a prang (walls have ears,) they will get a surprise when it comes to renewal time as "they have been involved in an accident"
Forgive my ignorance but how can you get insurance that dosen't cover for commuting?

Social, domestic and pleasure only....
Plus you technically dont have valid insurance if your using it for purposes that your policy doesnt cover so mr plod has the right to slap you with a driving without insurance

And admitted to driving without appropriate insurance, 'bumped it on the way back from work and until she checked her policy it didn't cover her for commuting'.

That's not strictly true, my Mrs is with direct line and care workers are exempt from needing business use insurance. This was proved when she claimed in the insurance. It comes under commuting. And as for commuting on insurance, almost every policy I've had in my 12 years of buying insurance on cars and bikes gives the options of either sdp or sdp including commuting. Social, domestic, pleasure - it's self explanatory really.
