It's all about how the car is equipped (or rather what was standard and what was optional), such as sat nav, leather & wood on the steering wheel, etc.
However, there are many HSEs equipped almost as a Vogue, especially here in Norway on the 2002, 2003 and 2004 MY. As far as I've learned, it was a long waiting list for the Vogue, but if you ordered an HSE and added optional extras, you would get it sooner....

Its all about standard fit stuff , like vogue has sat nav , wood trim, heated steering wheel , built in telephone (early ones you have to put sim card in dash somewhere)and different alloys as standard where as with an hse you have a different dash (entertainment bit) unless it has satnav and all of the previous are options .some of the vogue bits maynot have been available as options like some of the wood trim .

MY hse could easily be passed as a vogue.
it has exacly the same options as the vogue all except for the sat nav. I have compared it to my friends vogue and theres no difference apart from the the sat nav.
but this was because the original buyer paid for all the optional extras, you can find some HSE's with jack sh!t, ie no xenon headlamps, no reversing sensors, self dimming mirrors, heated seats / steering wheel.
but if you find the right HSE with the extras you want they can be up to £1500 cheaper than the vogue.

Would agree! Have l322 2002 hse
Loads of extras , no sat nav, but pretty much all singing and dancing.
Certainly don't miss the vogue badge..
