I assume that the fan is cast aluminium or another non-ferrous metal. Is that correct?
In that case it may be stuck onto the shaft through dissimilar metal corrosion and may be difficult to remove. Be careful heating it as some of these types of alloys can melt easily.
Heating it gently and using a three legged gear puller may work, but take care how much force you apply to it.
