I don't think you have a problem. The model year character reached 9 in 2009 so would have started again. 2010 A 2011 B
I suspect the VIN is correct and MOT guy read it incorrectly
Nope the year identifier for a 1999 Landrover is X for 85 to 87 it's a B identifier.
Then they went to numbers and ran out. VIN's reuse characters over time so it is possible for B to mean 2 different years.
