It does seem cheap that one. Whether a car is 'registered' has a big impact on its value. If its not registered it needs to go through 'compliance' to get a number plate - this is stricter than a normal WOF (MOT) and can be tricky - but mainly people are just scared off from having to do it. If the car isn't being used on the road you can put the registration 'on hold' which means you don't have to pay the license. You renew the on hold status annually until you put the car back on the road then pay your normal license. A lot of people can't be bothered (these motors weren't worth anything a few years back!) or forget to do it though.
