The bolt under the pedal is not the problem its the nut behind the wheel. The car will only go as fast as you make it go with your right foot. As previously stated its only to stop you straining the cable or something else when you get excited. The rev limiter is to prevent engine overspeed. If its not causing you a problem I'd leave well alone.
Your average squaddie is not the most delicate of beings especially when it comes to driving whilst being shot at or having the **** ripped out of him by his mates because he drives like a Doris.
