Which could be the could be the case if it was trying to lift

Only if the compressor is stopped. OPs problem is air coming out of vent port whilst compressor is running. The vehicle will lift with compressor running but it cannot go down if NRVs 2 and 3 are sound. Even if the exhaust port is open.

The OP said " I’ve still got a car on its bump stops with a tank that won’t fill due to air pulsing out the valve block silencer" That could indicate faulty exhaust valve operation. I agree it's one of the less likely possibilities, but it is still a possibility.

You must differentiate between exhaust valve and diaphragm valve they are two different items. With the compressor running the only valve that would cause a problem would be the diaphragm valve. The exhaust valve is protected from high pressure air from compressor by NRV3. The exhaust valve is controlled by the ECU via the driver pack. The diaphragm valve is controlled by the diaphragm solenoid valve which is switched on and off with along with compressor.

You ignore the point, what happens when the compressor turns off and the exhaust valve is stuck open with the EAS trying to lift?

That is not the OPs problem. Obviously if the exhaust was stuck open and car was trying to rise air would go straight out of the exhaust valve and be vented past the diaphragm valve and the car would not rise. But that scenario is irrelevant to this thread. With the compressor running air cannot escape from an open exhaust valve.

Since he has the same problem with 2 valve blocks, where do you suggest the problem lies?

Don't know have not seen the valve blocks and how they have been assembled. Maybe the diaphragm solenoid valve is not being powered. Or he has left the springs out of them.
