P38A Does the 2000MY Vehicle have an anti-top-off flap?

My 4.6L Thor Rangie cannot be filled up with petrol at anything other than a slow trickle or the petrol-pump shuts off at the filling station.
Does the vehicle have an anti "topping off" flap like some other "more modern" vehicles? If so, can it be reset, and how?
Currently it takes me 20 minutes standing in the perishing cold to fill the car up.

It wasn't always like this. It only started doing this after the rubber hose from filler neck to tank was replaced by the service station.

Did they use the correct hose ? Is the vent pipe clear ?

Also does this happen at various filling stations, or just your local one ? Some franchises don't replace faulty nozzles until they stop working completely.

No flap as far as I know.

On the diesel, there is a non return flap at the bottom of the filler pipe just before the hose section. If fitted back to front it would certainly make filling up slow. I imagine the petrol would also have the flap as it's designed to stop fuel heading up the filler pipe on hard cornering etc.

When I get a problem filling up, I pull the nozzle out a little bit and turn it either upside down or at least an angle. I think it is due to fuel hanging around the nozzle causing the shut off to trigger.

I have to keep the lower part or the pump inside the bottom left corner of the fuel panel. Anywhere else it snaps shut all the time.

Thanks for all the responses, much appreciated indeed.
The thing is that before I had the big hose section from the bottom of the filler neck to the tank replaced after it sprang a big split it never behaved this way. you could stuff the pump nozzle in as far as you liked and go "full-bore" and it only tripped off when it was full. Very puzzling for sure.

Maybe the garage fitted it with a twist in the pipe, or kinked the vent pipe ? ?

Garage put the non return flap in back to front, easy to do.
