Ive been trying to fit my egr blanking kit but the allen head bolt holding the pipe to the manifold rounded off straight away(arrow 1), then I cut in a slot for a flat head screw driver, which bent the screw driver so got a new one and that just snaped of the head, so im not going to be able to get it off without drilling.
So do you think I could put the planking plate at arrow 2 then just fit the rest of the kit like normal?
 
If your intent is simply delete the EGR, yes you can attache the blanking plate to flange 2 with bolts and nuts..after which you ensure that you secure the pipe safely away from the pulley and belt.

Since the other two Allen bolts were tough to remove, you might want to soak the ones at # 2 really well before attempting to remove them

I managed to remove all the other bolts and came to that one last and it wouldn't undo

You might be able to get the stuck one out, will require a bit of time though and careful attempts.

I would remove the hose above the #1 then remove the three other Allen bolts, carefully tap the flange at #1 back and forward loosening its grip on the stuck bolt. Try to soak the bolt as much as you can with a good penetrating oil and then attempt to remove the stuck bolt again.

You can use a steel shaft to tap the bolt a bit too. Chiseling it lightly anti clockwise might help break it free too.
 
From the pics it's hard to tell if you have space to the left of the engine side egr flange. If there is room, you can also tap the flange to that side giving you much better access to the stuck bolt where you can get a good grip with a vise grip pliers to get it off.

The problem is there is nothing left on the head of the bolt as most of it snapped off, I will try get a better picure
