cut out won't start, not shut off valve

Hi
I'm new so treat me gently
Have already gleaned a lot of info through this forum so hope someone can help
It cut out and refused to start, fuel to filter and fuel to injection pump ok so I thought shut of valve, armed with info I confirmed 12v at centre lead so removed anti-theft device and connected direct to valve, still no joy, removed valve turned engine over and fuel present so re-installed valve without it's shaft and o ring
still nothing. there is fuel at bleed bolt in centre of the 4 outlet pipes to injectors when cranked but nothing at injectors
Timing belt ok as can see valves moving up and down when cranked
this has got me puzzled and I don't know exactly how injector pump works

does it squirt fuel out of slackened injector pipe nut when engines turned over, does it pump fuel out if lift pumps worked either by hand or cranking if front banjo nut is loosened

thanks for reply, lift pump delivers fuel to filter and at banjo on injection pump
when cranked also at bleed screw on end of injection pump ( at centre of the 4 outlets to injectors) but not actually at any of the outlets to injector pipes
