Break bias problem

Evening all. I have defender 90 td5 with poor rear breaks only just passes mot. I have replaced discs and pads but difference. I've been told it's a break bias problem. Has anyone had this problem and can you adjust the valve? I do have a second hand one to try and adjust!!
