Better when cold?

Why does my 1999 110 feel so much more responsive, smoother and quieter when cold.....the colder, the better in fact - whats that all about??

It is not just having cold air that helps, cold along with high atmospheric pressure gets more air in.
Worth checking your intercooler and pipes. At least take it out and give it a good swill to clean out any crap.
On my Tdi the cooler fins had crumbled/rotted. A new one [just standard as mine is not boosted] restored general performance.
 
45 degrees closkwise on the max fuel screw and the same on the boost pin, and it will feel like that all the time.
 
Cleaning out the old or fitting a new, or fitting a bigger intercooler, will likely make a noticable difference.
A new/bigger one will for sure.
I'm a big fan of Alisport and fitted one of their full size jobbies to my 300tdi.

There was a bit of engineering (of sorts) to blank off the hole the old one left, which I did to ensure the fan still draws the air through the radiator and to ensure the bonnet catch didn't puncture the top.

 
Mist, yes the other item that will add performance as well is water vapour. That bit of water when in the combustion chamber at ignition instantly turns to steam and helps spread the fuel vapour evenly resulting in a faster better combustion.
A water methanol mix is a well known engine power booster. In WW2 some German fighters had the system known to allied pilots as the Ha ha booster, as in switch it on and Ha Ha you are gone! No catching him.
