If the system has been empty the rears can take a while the get going,
some folk like to adjust the shoes to lock up when bleeding and some like to back bleed the system (both ways work)
As said what is the problem your having

Are your nipples blockd
your flexi to rear axle may be fubar
Have you a squashed pipe
If it goes hard with the bleed nipples undone you have a blockage

sounds like the seals are gone/going
It should drop slightly when pressed and rise on return,
How did you fix the going hard bit
Your brake pipes should go into a PDWA, which may combined with a PCR (Pressure Conscious Reducing) valve.
Does your brake warning light stay on?
If it does, then I suggest that you may need to centralise the actuating spindle as it sounds as though it may have 'assumed a failure' of the back brakes and only provides pressure to the front calipers.
You may also have an anti-lock valve mounted on the chassis which, if that has failed, prevents fluid from going to the rear axle.
