Are they legal? Yes or no?
Need to be self levelling and cleaning for MOT I seem to think.
The MOT has become a joke anyways, a car will fail now if the instrument panel lights don't work
If they were retrofitted previous to April 2012 then the will be passed and advised under current regs. Before anyone jumps up yes I know the online regs say the systems must be fitted but VOSA have instructed VT's that we can pass and advise as we can not tell when they were installed and previous to the rule change the install was perfectly legal. There is no way to tell when an install was done however, read into that what you will..l
Em, no, that's not right. The dash warning lights are now part of the MOT but not illumination, the manual is badly worded for this though and a lot of people think this. The warning lights must illuminate and go out, not just stay out. The UK MOT is possibly the softest in Europe, we are well below what the EU want and all the checks are safety checks for your and others own safety. Anyone who argues the MOT fails pointless stuff doesn't understand how a vehicle works correctly and how bad it can go wrong, as with any system it is open to individual abuse but the test is no where near what Germany and others have to do...
The test station I use is failing cars on dash illumination, I argued the point but they were adamant that was the new rules. I will take it up with them again.

I am sure during the seminar on the changes it came up and it's not the dash illumination but the warning light illumination, you can't tell with a lot of dashes during the day if they are lit up or not. It's worded as dash lights illumination or something like that hence the confussion...

I've just read section 6.7 in the testers manual and it clearly says check for illumination and it is a reason for refusal if the speedo illumination lights are not working.
Also HID lights have to be fitted with self levelling and cleaning devices.

I have checked this morning and yes it is in the manual although speaking to the others here it has to be a positive fault i.e. you can not see an old VW speedo illumination during the day no matter how hard you try to look so its a pass. It is designed for the modern Hondas and such that are hidden until illuminated. It is another of the 'if unsure pass and advise' rulings VOSA have.
As for HID's, I know the book says the systems must be fitted but we was instructed by VOSA to pass and advise on systems fitted to pre-2012 vehicles that could have been retrofitted. If there are cleaning/leveling systems fitted and not working its a fail, if there are no systems fitted then its pass and advise again (any car with standard fit HID will have the systems on as manufacturers always fitted them like this), this was because for years HID upgrades have legally been sold and fitted and we can not turn around and now say its illigal. As I said it is stated in the book like you say but it is definitley pass and advise, I have checked multiple times with VOSA over this and am 100% on this bit.
