Just curious, but could you post a direct link to the reg you are citing? I can find the regs saying you need an mph and kph speedo and should be in good working order, which when running bigger tyres it still is.I take it you have never heard of construction and use regulations then.

I'd like to know the C&U reg for the 10% thing you posted, my Google-fu skills are not up to finding it.
Also, as many speedo's in more modern vehicles over read stock, fitting larger tyres is still likely to have them fall within any tolerance anyhow.
