1996 RR 4.0 SE hard to stop, pump keeps running

The pump should run every 4th or 5th pedal press, so your replacement accumulator is also no good.

Yes, it's a holiday today in UK.
Vat is sales tax to you guys so they should not charge you if you let them know you're in the states although you will get a bill from the shipper for local sales tax and import duty before they will release the package.

They won't quote import and sales tax as that is calculated at point of entry so be aware you will have some to pay when it arrives.
