If you get a decent sized nut and just fill it with weld you shouldnt have an issue, the heat alone will probably do half the job. I have had em welded on at a cack angle and its still came loose.

I will be honest I can weld but cant see how you could get into there to weld onto the bolt. There was also the rubber boot quite close. Maybe its just the picture but I cant see much other than a hole.... I reckon you will risk welding to the plate rather than the bolt.
