I will be honest I can weld but cant see how you could get into there to weld onto the bolt. There was also the rubber boot quite close. Maybe its just the picture but I cant see much other than a hole.... I reckon you will risk welding to the plate rather than the bolt.

I hope the OP is rocking the head of the bolt back and forth hitting the spanner sideways in both directions at the same time, pretty hard. To begin with he may see no movement but eventually it'll start to move fractionally. He can spray a mix of ATF and acetone in towards the other end as well.
I would take care with using acetone due to the rubber boot below it.
If you get a decent sized nut and just fill it with weld you shouldnt have an issue, the heat alone will probably do half the job. I have had em welded on at a cack angle and its still came loose.Not worried about below, as it is being changed! Worn!!
Still enough metal on the bolt head for weld! Hoping that when I do! The heat will help shift the rust in the hole

I’m guessing so you don’t weld to the body of the work piece. If you weld to the washer by mistake it will still turn if it loosens off.

You could weld the washer to it, through the hole, plug welding, then weld the new, bigger nut on top of that, plug welding again. Should do it.No room
