Do a voltage drop test to determine if battery voltage is actually getting to the starter. It needs to be a drop test rather than simply reading voltage across starter terminals. The results of this should point you in a more focused direction to concentrate your diagnosis.

Spraying water based paints is very different to 2K. Besides, water based is no use for a chassis, you want something a bit more industrial.

Yeah just chop it out and start welding. You might not replicate the exact curves as the original but it should be possible to fabricate something very similar. If an exact copy is what you require then you could look to getting an original part from a donor vehicle.

You could use a manually operated or load sensitive adjustable proportioning valve. There would be a bit of maths involved but it shouldn't be too tricky to make it work.
