Thats not normal for a D2,something has been installed incorrectly or they weren't good quality parts. I'm not aware of any adjustment on a D2 (there is on a D1 & Defender)

Your chassis may have been protected well by the first owner having one of the various chassis treatments applied inside & outside very early in its life. The external surfaces are not protected from the weather etc, so unless cleaned-up & re-protected regularly, will deteriorate possibly faster...

What do you mean by flexible tubing ? Either bendable brake pipe or flexible hosing would be OK - but flexible hosing would add a bit to the brake pedal travel as it's not as stiff as brake pipe.
