But do you have a good strong 12v at the battery? You're losing 3v somewhere so this fault needs to found first. Crack open and clean earth wires first, replacing any poor/high resistance wiring first. Once earth/s are 100% proven, then trace back from glow plug feed wire.

If fuel it's either fuel starvation or, as you say, a fuel leak/air being drawn in. Either way I'd be inclined to thoroughly clean the engine/engine bay before trying to fault find so starting with a clean inspection area. It'll only take an hour or so to give a thorough scrub up/remove all oil...
